Note: If the above step didn't work for you and the game is still showing the error then...
1. Check if your system is updating or something is getting updated or downloaded in the background like steam or any other downloader. if yes then pause it for the time being and then come back and do my step.
2. Have you tried joining a new session after doing my step as I showed in the video? if not do so...
3. Make sure you have a steady internet connection at least until you perform my step so I would recommend disconnecting other devices connected to your network like on wifi router, modem, etc until you perform my step and then reconnect them again.

ALSO,
The Concept that iam implying here goes the same for consoles also. Try to exit the game and when it prompts then click on no. come back to the game and try joining a new session. Now mostly, directly trying to join a new game session before doing the step that I mentioned doesn't save your game.

Following a issue i had with connecting to the online porting of GTA i had to try many different "fixes" to try to reconnect, among the many were these few.

That following discussions online, in forums i found this issue is a common one that many face. Also one that not ONE thing seems to fix, although these rated highest and some worked for me.

As i summarise, i would highly recommend asking your ISP about any potential "upload cap" or any restrictions as most of the time its a ISP issue, as if you can connect with the other method used it confirms your console and Rockstar's services are working ok.

After the Impound/Export Update this issue has been rampant around free roam lobbies on GTA Online. This video WILL show you how to fix the problem in the short term. This question has been asked a lot and I hope you find this video helpful.

What makes the issue annoying for me is that you are unable to sell a car (off the street) every 48 minutes during the "unable to connect" time. You also cannot Export Vehicle Cargo during this time. Which makes the update pointless if Rockstar can't even fix a simple connection issue.

Essentially you go to the User Interface then Style then Accessories and equip an item to put on. This will force a auto save causing the error to go away for a while.
